Direct answer
Federal law regulates manufactured-home ductwork in unusual detail, and says nothing about cleaning it. The documented problem in these homes is not dirt: it is leakage, disconnection, and damage to the crossover duct running under the floor. HUD-sponsored testing measured distribution losses around 40 percent, caused largely by leaks and by holes cut through the bottom board and never resealed. The federal work specification that exists for this component is titled repair or replacement. Cleaning does not address any of it.
Why the standard advice does not fit
Consumer guidance on duct cleaning assumes a basement or attic, rigid trunk lines you can reach, and a system inside the building envelope. A manufactured home is built differently, and the differences are structural.
Ducts run in or under the floor, not overhead. In a multi-section home each section carries its own trunk duct, and the two are joined by a crossover duct running beneath the home, outside the insulated envelope. The 1996 HUD-sponsored study below describes exactly that, with the exterior duct typically wrapped in R-4 or R-5 insulation Verified fact.
That component is the difference. It hangs in the crawlspace or open air, suspended by straps, exposed to ground moisture, cold, ultraviolet light, animals, and every trade that has crawled under the house. Nothing in a site-built home is comparable.
What the HUD Code actually requires
Manufactured homes are built to a federal construction standard rather than a local building code: 24 CFR 3280.715, “Circulating air systems,” in the Manufactured Home Construction and Safety Standards, amended on the electronic Code of Federal Regulations as of September 16, 2024.
The detail is striking. Supply ducts must be galvanized steel, tin-plated steel, or aluminum, or meet UL 181 Class 0 or Class 1. Exposed ducts beneath the home must be insulated to at least R-8, and supply ducts generally to not less than R-4.0. Exterior ducts must be listed for exterior use, with a continuous vapor retarder rated no more than 1 perm. Slip joints need a one-inch lap and mechanical fastening, ducts must be securely supported, and fasteners must not penetrate duct walls.
What the section does not contain is equally specific. No cleaning provision. No maintenance provision. No requirement that ducts be accessible for inspection or service, and no obstruction provision Editorial assessment. The federal government tells the factory how to build the duct and then stops.
The rodent paragraph, quoted for exactly what it covers
One provision is routinely overstated. Section 3280.715(b)(2)(v), inside the duct-material rules, states that ducts applied to external appliances must resist deteriorating environmental effects including ultraviolet rays, cold weather, and moisture, and “shall be resistant to insects and rodents” Verified fact.
Read the scope. By its own words the paragraph covers ducts applied to external appliances, not every under-floor duct in every manufactured home. That is still notable: no site-built residential duct rule names insects and rodents at all.
What the code anticipates, nobody has measured
We could not find a single source from HUD, FEMA, the Department of Energy, or any state manufactured-housing agency that observes or quantifies rodent intrusion into manufactured-home ducts as a field problem Editorial assessment. Not a study, not an incident report, not a survey. EPA’s general vermin-infestation condition is the only citable hook and it is not specific to this housing type. So we publish no frequency, and we will not tell you rodents commonly get into mobile-home ducts. We do not know that, and neither does anyone selling you the service.
Crossover ducts are federally specified, down to the strap spacing
The installation side is 24 CFR 3285.606, “Ductwork connections,” in the Model Manufactured Home Installation Standards, amended October 19, 2007 — where the crossover duct appears in federal law.
Multi-section homes with ductwork in more than one section require crossover connections. Those connections must be sealed to prevent air leakage, with materials complying with UL 181A or UL 181B. The duct must be suspended above the ground by straps spaced no more than four feet apart, and straps on flexible duct must be at least half an inch wider than the metal spirals encasing it. Metal ducts take a minimum of three equally spaced galvanized screws at the collar. Ducts must be “arranged under the floor to prevent compression or kinking in any location” Verified fact, and crossover ducts outside the thermal envelope must be insulated.
Federal law tells the installer how high off the ground to hold the duct, how far apart the straps may be, how many screws go into the collar, and that it must not be kinked. It says nothing about ever cleaning it. In federal regulation the crossover duct is a structural and thermal component, not a sanitation one.
The documented problem is leakage, not dirt
This is where the evidence actually sits, and it is HUD-sponsored.
Air of Importance: A Study of Air Distribution Systems in Manufactured Homes was published in May 1996 on HUD USER, HUD’s research portal, sponsored by HUD alongside three utility and state energy bodies. It is thirty years old and tested 23 homes for heating — both facts belong with every number from it Single source.
The headline finding: the average duct system appeared to reduce overall system efficiency by 20 to 40 percent. In the new HUD Code homes tested, overall efficiency averaged about 60 percent, “indicating a distribution system loss of 40 percent” Verified fact.
The mechanism changes how you should think about this. The report describes holes in the underfloor insulation letting ambient air reach the uninsulated trunk duct, and names the cause: the last contractors to work on a home are often the plumber or the cable installer, cutting away part of the bottom board and insulation and not resealing it. An industry survey in the report found 12 percent of field service visits concerned air distribution issues.
Rodent intrusion is not mentioned anywhere in that report. The documented failure mode is other trades cutting the belly open and not repairing it.
A second report reaches the crawlspace from the moisture side. Moisture Problems in Manufactured Homes, published by the Manufactured Housing Research Alliance in 2000 and hosted on HUD USER, is an industry research report rather than a HUD publication. It warns that metal left exposed when installing the crossover duct will go cold and condense moisture when the air conditioner runs, and that ducts and duct boxes should be off the ground, connected securely, sealed, and fully insulated. On the belly: “water vapor from the crawlspace will find its way into the floor cavity” through tears in the bottom board Verified fact.
Its recommended inspection is the most useful line in either document: six months after setup, have a technician crawl the full length under the home and inspect the dryer vent, the condensate line, and low spots in the belly holding water. Notice what that looks for. Not duct dirt.
The federal specification that exists is called repair or replacement
The Department of Energy, through the National Renewable Energy Laboratory, publishes Standard Work Specifications for home energy upgrades. Detail 5.0105.3 is titled Crossover Duct Repair or Replacement. Its stated desired outcome is a “durable and effective crossover duct installation” Verified fact.
What it asks for: remove damaged or wet duct material and prepare the trunk surface for the new installation; rigid duct of 26 gauge or greater for subspace crossovers, with UL 181-approved flexible duct permitted in attics where space is tight; rigid metal transitions at every change of airflow direction; a minimum of R-8 insulation with a vapor-retarder layer; and sealing per the duct sealing subtopic to minimize leakage.
Take in the whole picture. The federal government has a construction standard for how these ducts are built, an installation standard for how the crossover duct is hung and sealed, and a work specification for repairing or replacing it. Across all three there is no provision for cleaning a manufactured-home duct Editorial assessment. HUD’s homeowner page has no duct maintenance content either.
What this means for your money
The conclusion follows from the evidence rather than a preference. In manufactured housing the documented, consequential duct problem is damage and leakage, not dust. A crossover duct that has torn, dropped off its straps, been crushed by something stored under the home, or been disconnected at the collar costs you conditioned air, pulls crawlspace air and moisture into the system, and is the thing the federal repair specification was written for.
Cleaning does not address any of that. A cleaning crew is not there to re-hang a strap, replace crushed duct, patch a bottom board, or seal a collar with UL 181A/B material. Those are repair tasks with a different specification, price, and result.
Sealing is also the intervention with federal savings figures behind it. ENERGY STAR, a joint EPA and Department of Energy program, states that in a typical house “about 20 to 30 percent of the air that moves through the duct system” is lost to leaks and holes Typical range. That figure carries no stated sample or method, and the same program published “about 20 percent” in 2009 — treat it as a published estimate, not a measurement.
Two different things are called duct sealing
Sealing air leaks at joints, collars, and seams with mastic or UL-listed tape is what ENERGY STAR and DOE recommend. Spraying sealant inside the ductwork to encapsulate contaminants is a different practice, and EPA, NADCA, the North American Insulation Manufacturers Association, and SMACNA do not recommend its routine use in any type of duct. Do not let a quote blur the two.
When cleaning is still the right call
Nothing above says cleaning is never appropriate here. EPA’s three conditions apply to every housing type: substantial visible mold inside hard-surface ducts or on other components; a vermin infestation; or excessive debris clogging ducts with particles actually being released into the home from supply registers.
Two of the three are more plausible under a manufactured home than in a sealed attic, because the ductwork sits near the ground and the belly can be breached. EPA’s instruction still governs the sequence: correct the underlying cause or the problem returns. If an animal got in, the entry point is the finding, and the entry point is a repair. If the duct is wet, EPA’s remedy for wet or moldy insulation is removal and replacement — and for flexible duct EPA notes it “can be more economical to simply replace accessible flex duct” Verified fact. What it costs
Figures do circulate: single-wide $350 to $425, double-wide $375 to $450, triple-wide $400 to $475 Single source. We report them with the provenance attached: they come from exactly one vendor page published in 2023, and nothing corroborates them. No government agency, standards body, or consumer-research organization publishes a manufactured-home duct cleaning price, and the two major consumer cost guides we checked publish nothing for this housing type either.
Treat those numbers as one company’s price list, not a market range. The per-vent and per-square-foot models in our cost analysis are far better supported than any housing-type figure.
Common misconceptions
“The HUD Code requires mobile home ducts to be rodent-resistant.”
Overstated. The requirement in 24 CFR 3280.715(b)(2)(v) applies to ducts applied to external appliances and sits in the duct-material rules. It is not blanket rodent-proofing for every under-floor duct. Nor does any authority document rodents commonly getting into these ducts; if a contractor says it is common, ask what they are basing it on.
“HUD or FEMA recommend cleaning manufactured-home ducts.”
Neither does. We checked the construction standards, the installation standards, HUD’s homeowner resources page, and DOE’s Standard Work Specifications. None contains a duct-cleaning provision.
“Mobile home ducts are dirtier because they are near the ground.”
Proximity to the ground is real, and the moisture consequences of a breached bottom board are documented. What is not documented is any measurement of dust inside manufactured-home ducts compared with site-built homes. Nobody has published that comparison.

The moisture report’s advice is a technician crawling the full length under the home, checking the dryer vent, the condensate line, and low spots in the belly holding water. From inside, the signs are one section never reaching temperature, weak airflow at the farthest registers, and bills out of proportion to the home’s size. None is diagnostic alone, and all point to an inspection rather than a cleaning.
Can the same company clean and repair it?
Some do both, which is fine provided the repair is specified as a repair: what is being replaced, with what material and gauge, how it will be supported, what insulation R-value, what sealing material. NADCA’s own standard is explicit that cleaning and restoration does not include sealing air leaks. A cleaning price bundled with a promise to “check the underbelly” is not a repair.
Does a single-wide have a crossover duct?
No — the crossover connection exists to join ductwork in more than one section. A single-section home still has under-floor ductwork, a bottom board, and the same exposure to trades cutting through it.
What about the dryer vent under the home?
