What EPA actually says about replacing ductwork
EPA’s consumer guidance Should You Have the Air Ducts in Your Home Cleaned?, last updated February 19, 2026, contains four statements on replacement. They are more forceful than most summaries of them.
Wet or moldy insulation is replaced, not cleaned
EPA states that if you have insulated air ducts and the insulation gets wet or moldy, it cannot be effectively cleaned and should be removed and replaced. A second, broader sentence on the same page extends this to fiberglass or any other insulation material that is wet or visibly moldy — and adds a third condition: or if an unacceptable odor is present. In that case the material should be removed and replaced by a qualified heating and cooling system contractor.
That odor clause deserves attention, because it is the federal government’s own remedy for an odorous insulated duct and the remedy is not cleaning. It matches what the North American Insulation Manufacturers Association (NAIMA) recommends: if duct insulation has been wet, is presently wet or moldy, or if an unacceptable odor is present, the affected area should be replaced. Contaminated fiberglass liner cannot be cleaned back to safety
EPA’s position is that once fiberglass duct liner is contaminated with mold, cleaning is not sufficient to prevent regrowth, and there are no EPA-registered biocides for the treatment of porous duct materials. The same passage records that EPA, the National Air Duct Cleaners Association (NADCA) and NAIMA all recommend replacement of wet or moldy fiberglass duct material.
Note who those three are: the regulator, the trade association whose members sell cleaning, and the manufacturers of the material. Different commercial interests, same conclusion. That is unusually strong for this subject.
Flexible duct may be cheaper to replace than to clean
EPA notes that although flexible duct can be cleaned using soft-bristled brushes, it can be more economical to simply replace accessible flex duct. That is not a warning about damage — it is an economic observation from a federal agency on the page homeowners read before buying a cleaning, and almost no one repeats it. “Accessible” carries weight: flexible duct in an open attic is a different proposition from flexible duct buried in a finished ceiling.
Damage during cleaning can push a duct toward replacement

That last row is worth pausing on. Age is not a trigger, and nobody publishes one
This is the part of the page most likely to save a reader money, so we will state it as plainly as we can.
No federal agency, standards body or peer-reviewed source publishes a service life for residential ductwork, or an age at which ducts should be replaced. We checked EPA, DOE and ENERGY STAR, HUD, NADCA and its ACR standard, and NAIMA. None of them sets one Editorial assessment
One consumer cost guide does put a number on it. This Old House, on a page updated June 5, 2026, states that replacement is typically needed after 10 to 15 years, with flexible ducts possibly sooner, alongside signs it lists as extensive air leaks, significant corrosion or physical damage, poor airflow across multiple rooms, and major insulation failures Single source That is a single cost guide’s editorial claim. It is not corroborated by any authority, and we present it as what it is rather than as a standard.
We also rejected one of the most widely circulated component-life references in home improvement writing. The National Association of Home Builders’ study of life expectancy of home components is quoted everywhere, but we could not find it published on the association’s own site — every copy we located was a third-party mirror. We do not cite what we cannot verify at source.
The red flag this page exists to name
A contractor recommending wholesale duct replacement on the age of the system alone is making a recommendation that no published standard supports. The question to ask is simple and it is not confrontational: which condition are you seeing, and can you show me? Wet insulation, visible growth, a torn or disconnected run, delaminating liner — those are things a person can point a light at. “It’s been twenty years” is not a finding.
NADCA’s own homeowner guidance names a related pattern as a common red flag: being told, without proper inspection, that mold or other dangerous substances are present in the HVAC system. The same logic applies to a replacement quote.
What a condition-based assessment actually looks like
If age is not the test, something has to be. Here is what the published sources give you, in the order you can actually do it.
- Look inside. EPA’s recommended deciding step for cleaning is a visual inspection of the duct interior, and it works just as well for the replacement question. Large deposits, visible growth, sagging or torn liner, and standing moisture are all visible.
- Identify the duct material. Bare sheet metal, sheet metal internally lined with fiberglass, fiberglass duct board, and flexible duct behave completely differently. Every replacement trigger above except tearing and disconnection is specific to porous or insulated material.
- Check for moisture history, not just moisture now. NAIMA’s trigger covers insulation that has been wet as well as insulation that is presently wet. A dried-out water stain is still a finding.
- Confirm before you act on mold. EPA notes visual inspection alone cannot confirm that a growth is mold, and that laboratory analysis may be needed — roughly $50 to confirm a sample Verified fact For anything larger, what mold in ducts actually means walks through the decision.
- Find the water before you replace anything. EPA’s condition applies to cleaning and replacement equally: correct the underlying cause or the problem recurs. New duct material installed into a wet cavity becomes old duct material quickly.
- Separate leakage from cleanliness. Poor airflow, rooms that will not condition, and high bills are leakage and design problems. Cleaning does not solve them and replacement is not necessarily the answer either — sealing is the intervention with numbers behind it.
The honest gap on cost
No government agency, standards body or consumer-research organization publishes a duct replacement cost. What exists comes from the same consumer cost-guide corpus we audited for cleaning prices, and it carries the same lineage problems — plus a worse internal contradiction. One major cost guide’s stated national average for a whole-house duct replacement falls below another guide’s low end for a single two-hundred-foot job, and that same guide’s own home-size table contradicts its own headline average by a wide margin. Figures that disagree with each other and with themselves are not a range. They are noise with dollar signs on them.
So we publish none. What we can tell you is what an estimate should be built from rather than what it should come to: the linear footage being replaced, the material specified, whether the runs are accessible or buried in finished space, and whether the quote includes sealing and insulating the new work. A lump sum with none of that behind it cannot be compared against a second quote.
A claim we will not repeat
A widely circulated cost-guide line holds that new ducts can lower heating and cooling bills by up to 30 percent. No federal source supports a 30 percent bill reduction from duct replacement, and we do not publish it.
What the federal sources actually say is different in kind. ENERGY STAR estimates that about 20 to 30 percent of the air moving through a typical house’s duct system is lost to leaks, holes and poorly connected ducts, and that leaky ducts can reduce heating and cooling system efficiency by as much as 20 percent. Air lost, system efficiency, and the number on your utility bill are three different quantities. Anyone converting one into another is doing arithmetic no agency has published.
Where the money actually goes further
If your complaint is comfort, bills or airflow rather than contamination, neither cleaning nor replacement is the first thing to buy. The intervention on this ductwork with a quantified federal benefit is sealing.
ENERGY STAR’s figure is the one to hold onto: in a typical house, about 20 to 30 percent of the air that moves through the duct system is lost due to leaks, holes and poorly connected ducts Typical range DOE’s Building America program puts typical home duct leakage at 20 percent and notes it is not uncommon for older homes to run 30 to 50 percent of total system airflow. And the National Institute of Standards and Technology lists duct leakage among the installation faults with the greatest potential to degrade heat pump performance.
Against that, duct cleaning has no established benefit for airflow or energy use at all — a 2010 peer-reviewed review found inadequate evidence that it improves airflow in ducts or reduces energy consumption — and EPA warns cleaning can raise costs if it damages the system. Common misconceptions
“My ducts are original to the house, so they’re due”
Due by what measure? No agency and no standard publishes one. Original ductwork in sound condition is not a defect. Original ductwork that is torn, disconnected, crushed, wet or growing something is a defect — and it was a defect regardless of its birthday.
“Replacement is the permanent fix cleaning can’t give you”
Only if the duct material was the problem. New duct in a house with an uncorrected moisture source, an unsealed crawlspace, or an air handler dumping condensate will develop the same condition. EPA’s requirement to correct the underlying cause applies to both services.
“They found mold, so the whole system has to go”
The published triggers are material-specific and area-specific. NAIMA’s wording is that the affected area should be replaced. EPA’s mold statements are about insulated and fiberglass-lined material specifically — substantial visible mold growth inside hard-surface sheet metal duct is one of EPA’s cleaning conditions, not an automatic replacement. And confirmation matters before either: EPA notes visual inspection alone cannot establish that a growth is mold.
“New ducts will pay for themselves in energy savings”
No source in our fact base supports that for replacement. The payback statements published by ENERGY STAR and DOE are about sealing and insulating ducts, which is a much cheaper intervention on the same ductwork.

Is asbestos a concern in older duct systems?
It is a reason to inspect before anyone disturbs anything. EPA instructs that the system be inspected before cleaning to confirm there are no asbestos-containing materials — it names duct insulation and register boots — and that such materials should not be disturbed or removed except by specially trained and equipped contractors. Material in good condition is not itself a hazard; disturbing it is the hazard. We do not publish an age cutoff, because no source gives one for duct materials.
Does a duct cleaning company assess whether ducts need replacing?
Some will, and the assessment may be sound. But note the incentive structure, and note EPA’s wording on wet or moldy insulation: it should be removed and replaced by a qualified heating and cooling system contractor. A second opinion from someone not selling the replacement is cheap insurance.
