Rarely, and not for the reason it is usually sold. Smoke residue is absorbed throughout a building, into drywall, carpet, textiles, insulation and furnishings, and the ductwork is one reservoir among many. Cleaning that one reservoir does not remove the source. No government agency, standards body or peer-reviewed source we could find establishes duct cleaning as a remedy for smoke or cigarette odor. Federal after-a-fire guidance recommends filtering the air until the odor fades, and suggests duct cleaning only where the ducts are clogged with excessive dust and debris.

Why the verdict is “rarely” and not “no”

We considered a flat no. The evidence would nearly support it: we found no government agency, standards body, academic source or consumer research organization saying duct cleaning removes smoke or cigarette odor. Every page asserting it is a contractor, franchise or restoration marketing page.

Two things stopped us short. First, the ductwork genuinely is a residue reservoir: the California research consortium studying thirdhand smoke lists the places tobacco residue is found as walls, flooring, carpets, and HVAC systems. Second, there is a real case where duct cleaning belongs in a smoke response, and federal guidance names it: ducts clogged with excessive amounts of dust and debris.

What neither supports is the claim being sold: that cleaning the ducts will make the house stop smelling of smoke. For that to work, the ducts would have to be where the smell is coming from, and the sources agree they are one contributor among many in a building where the residue is in the walls, the floors and everything soft. So: rarely. Rarely because the ducts are occasionally part of the problem and occasionally full of debris that has to go anyway. Rarely because in most smoke-affected homes, cleaning them alone will not resolve the odor.

Where smoke odor actually lives

Smoke is not a layer of dust on a surface. It is a mix of particles and volatile compounds that deposit onto and absorb into porous materials, then release slowly back into the air over long periods. That is why a smoke-affected house smells the same on day three and day three hundred. The Thirdhand Smoke Resource Center, an academic consortium funded by California’s Tobacco-Related Disease Research Program, describes residue embedding in carpets, furniture, clothes and building materials. Its recommended responses map onto that list.

That last row is the finding. This is a research group specifically studying how to get tobacco residue out of homes. It names heating and cooling systems as containing residue, gives no duct cleaning recommendation at all, and its escalation path for heavily contaminated porous material is replacement.

A parallel from a different source lands in the same place. NAIMA, the fiberglass insulation manufacturers’ association, publishes a recommended practice for cleaning fibrous glass insulated duct systems. Its position is that where inspection finds the insulation has been wet, is moldy, or an unacceptable odor is present, the affected area should be replaced. The insulation industry’s own remedy for odor in insulated duct is replacement, not cleaning Industry guidance.

Fire smoke

AirNow, the interagency U.S. air quality program run by EPA with the National Oceanic and Atmospheric Administration, the National Park Service, the Centers for Disease Control and Prevention and state and local agencies, publishes the closest thing to an authoritative “smoke got into my house” checklist. It is worth reading for its shape as much as its content.

Its recommendations are overwhelmingly about surfaces and soft furnishings: clean walls and floors with water and mild detergent; clean carpet, upholstery, window treatments, bedding and clothing; replace filters in the heating and cooling system; and avoid stirring up ash, misting with water before sweeping.

On odor specifically, the recommendation is filtration: filter the air until the smoke odor diminishes, replacing filters frequently. Not duct cleaning. And on ducts, the guidance is conditional and about debris rather than smell. Consider having the air ducts cleaned, it says, if they are clogged with excessive amounts of dust and debris.

Notice what that condition mirrors

AirNow’s duct condition is EPA’s third condition for duct cleaning generally: excessive debris clogging the ducts. In the single scenario where a homeowner is most likely to be sold smoke-related duct cleaning, the federal guidance still ties the recommendation to visible clogging, and never to an odor.

The restoration industry’s own view is structured the same way, as far as we can verify it. The ANSI-accredited standard for professional fire and smoke damage restoration, published in January 2025, is organized around assessing the presence, intensity and boundaries of fire residues and odors affecting a building, and lists heating, ventilation and air-conditioning (HVAC) and air conveyance systems among the topics it covers, alongside a section on fire and smoke odor management.

A note on what that does and does not tell you. The standard is sold rather than published free, and we read only the publisher’s press release. Ductwork is one covered component inside a whole-structure framework. We cannot tell you what the standard says about duct cleaning’s effectiveness for odor, and we will not quote its requirements or cite section numbers from a document we have not read.

Cigarette odor

Cigarette smell differs from fire smoke mostly in duration. Fire smoke is a single heavy deposition event; tobacco residue accumulates over years, which means deeper saturation of everything porous and a longer release tail. Almost everyone asking this is asking about a house they have just bought or rented from a smoker. The research points at the building rather than the ductwork: residue in walls, flooring, carpets and furnishings, replacement for unwashable porous material, and an explicit finding that professional cleaning often fails to remove tobacco smoke residue.

There is a related body of guidance worth citing carefully, with its scope respected. Archived CDC material reports the 2006 Surgeon General’s finding that eliminating smoking indoors fully protects nonsmokers, while separating smokers from nonsmokers, cleaning the air, and ventilating buildings cannot eliminate exposures of nonsmokers to secondhand smoke. CDC adds that heating and cooling systems alone do not control secondhand smoke and may distribute it through a building, and quotes ASHRAE’s 2010 position that no engineering approach should be relied on for tobacco smoke, a smoking ban being the only effective means.

The scope discipline matters. Those statements concern health risk from active exposure, not residual odor after a smoker has moved out, and they do not say duct cleaning will not remove cigarette smell. What they establish is a principle from the country’s leading health authority and the HVAC engineering profession together: system-side interventions do not solve tobacco smoke. We use it as a principle, not as a finding about odor.

Smoke smell in a rental

The previous tenant smoked, you have signed the lease, and the smell is still there. This is the most common version of the question and the one where the general answer helps least, because the person asking cannot act on it. Everything above still applies: the residue is absorbed throughout the unit — walls, flooring, carpet, cabinetry, whatever furnishings came with the place — and the ductwork is one reservoir among several. Cleaning that one reservoir rarely resolves the smell. And the escalation path in the thirdhand smoke research, for porous material that cannot be washed, is replacement. A tenant cannot authorize replacing carpet, drywall or duct liner. That is the difficulty in a sentence: the remedy the research points to is not a remedy a renter owns.

Who is responsible is genuinely unsettled

We looked for an authority that answers this and there is not one. No federal or state agency and no standards body we could find states who is responsible for cleaning HVAC ductwork in a rental. EPA’s only consumer guidance on duct cleaning is written throughout for a single-family owner-occupier and never addresses who decides or who pays. The federal physical inspection standard for HUD-assisted housing defines nine HVAC deficiencies Verified fact and not one of them concerns dirt, dust or contamination inside supply or return ducts — the federal government inspects a very large share of the nation’s assisted rental housing and does not look for dirty ducts at all.

The landlord-tenant statutes are shaped differently from what tenants expect. Arizona’s, taken as one state’s example rather than a national rule, requires a landlord to maintain in good and safe working order all heating, ventilating and air-conditioning facilities. The hook is working order. A system that is blocked, disconnected or not functioning is a maintenance matter. A duct that smells is not addressed by that language, and we found no statute anywhere that addresses duct cleanliness.

The nearest federal statement is EPA’s guidance for apartment residents: a resident can sometimes fix an air quality problem themselves, but in other cases only the building owner or manager is in a position to remedy the problem. EPA separately notes that in multi-family buildings pollutants may move between units and residents have limited ability to change the building itself. It gives no mechanism for that movement, and we will not supply one.

What a tenant can actually do

  • Document it before you spend anything. Dated notes and photographs, where the smell is strongest, and whether it changes when the heating or cooling runs. That last observation is the closest thing to a free diagnostic you have.
  • Put it to the landlord or manager in writing. A verbal complaint is not a record, and the written request is what makes any later argument about condition, rent or deposit possible.
  • Change or ask for filters. Federal after-a-fire guidance recommends filtering the air until the smoke odor diminishes and replacing filters frequently. That guidance addresses fire smoke rather than tobacco residue, but filters are the one thing on the whole list that sits inside a tenant’s control.
  • Wash what belongs to you. Clothes, toys and bedding in a washing machine, per the thirdhand smoke research. Materials that came with the unit and cannot be washed are the landlord’s decision.
  • Do not pay for the ducts yourself. Cleaning a landlord-owned or shared system means paying to improve someone else’s asset, for an outcome no government agency, standards body or peer-reviewed source supports. If a central system serves several units, one tenant cannot buy a fix for it in any case.

How responsibility gets allocated in rentals and condominiums works through the statutes and the declarations, including what changes when the system is shared.

Ozone, fogging and the deodorizing add-on

Ozone

EPA’s assessment of ozone generators sold as air cleaners is specific. At concentrations that do not exceed public health standards, EPA reports, ozone is not effective at removing many odor-causing chemicals, and experiments suggest body odor may be masked by the smell of ozone but is not removed by ozone. In an experiment at formaldehyde concentrations representative of an embalming studio, ozone showed no effect at all.

Fairness requires the other half of EPA’s position, which is more qualified than the summary version you usually see. EPA also states that while there are few scientific studies supporting the claim that ozone effectively removes odors, it is plausible that some odorous chemicals will react with ozone, and notes ozone is believed to react with acrolein, one of the odorous chemicals in secondhand tobacco smoke. EPA’s position is that ozone is unproven here, not that the chemistry is impossible. The thirdhand smoke researchers are blunter: ozone generators do not remove chemicals embedded in materials. Masking versus removal is the distinction that makes odor marketing work.

Antimicrobial fogging and sanitizing

NADCA, the National Air Duct Cleaners Association, states that antimicrobial treatments can help control odors. That is the industry’s own odor claim, and it deserves its context. EPA’s position is that No products are currently registered by EPA as biocides for fiberglass duct board or fiberglass-lined ducts. A small number are registered specifically for the inside of bare sheet metal ducts. Applying a general-purpose disinfectant inside a system whose label does not specifically authorize HVAC use is a use inconsistent with labeling under federal pesticide law. NAIMA, for its part, endorses no specific sanitizing agent.

So if your system contains fiberglass duct board or liner, the industry’s odor claim rests on a chemical step with no EPA-registered basis for that material, which the fiberglass manufacturers decline to endorse. Ask to see the product label and the registered use before agreeing to a fogging or sanitizing add-on. What duct sanitizing actually is is worth understanding before it is offered at the door.

The commercial angle, stated plainly

Odor is the ideal selling condition: the customer perceives it directly, wants it gone, and has no way to verify a proposed solution in advance. The enforcement record shows what on-site add-ons of this kind have been billed at. Oregon’s Department of Justice, in a 2019 complaint against several duct cleaning companies, described sanitizing spray charged from $1 to over $300 across different customers, and the same ultraviolet light sold for $40 to one customer and $775 to another Verified fact. When the same item is billed at wildly different prices, the price is tracking the household rather than the work.

The distinction we keep throughout the site applies: recommending a deodorizing treatment on site is not automatically unlawful, and aggressive selling is not fraud. What makes odor a risk category is that the promised outcome is unverifiable and the evidence base empty. The enforcement record is where that plays out.

What tends to actually help

Reported as what the guidance says, not as a promise from us.

  • Find and remove the source. For fire residue, ash and soot. For tobacco, the saturated materials.
  • Filtration, sustained. Federal after-a-fire guidance is to filter the air until the smoke odor diminishes, replacing filters frequently. This is the one thing that guidance recommends specifically against odor.
  • Wash what can be washed. Carpet, upholstery, window treatments, bedding, clothing.
  • Clean hard surfaces. Water and mild detergent for walls and floors, per the federal guidance. Trisodium phosphate applied by professionals for structural surfaces, per the research consortium, which states it cannot reach residue embedded in porous materials.
  • Replace what cannot be cleaned. This keeps appearing, and it is the one nobody wants to hear.
  • Clean the ducts if they are genuinely clogged with debris. A legitimate reason with a federal source behind it, but a debris reason rather than an odor reason.

If the ducts do get cleaned as part of a fire response, treat it as one line item in a whole-building job rather than the fix. Note the other side of that work too: EPA warns that a careless provider can damage the ducts or system, and that an inadequate vacuum can leave more dust in the house than leaving the ducts alone would have. Those risks are documented in a way the odor benefit is not.

Common misconceptions

“The smell is coming from the vents, so it is in the ducts”

Air moving through a house passes through the vents, so a smell in the building fabric arrives at your nose from a vent whether or not the ductwork holds much residue. The vent is the delivery point, not necessarily the source.

“They cleaned the ducts and the smell came back, so they did a bad job”

Possibly, but that is not what the return of the smell demonstrates. If residue is in drywall, carpet, insulation and furnishings, cleaning the ducts leaves the source in place and the odor returns as those materials release. That is the expected result, and an argument against the purchase rather than against the crew.

Will duct cleaning remove cigarette smell from a house I just bought?

We have no source supporting that it will. The research on tobacco residue locates it in walls, flooring, carpets and furnishings as well as heating and cooling systems, and recommends replacement for porous material that cannot be washed. If you are budgeting for a previous smoker’s house, the money is likelier to matter on carpet, paint and soft furnishings than on ductwork.

Should I clean the ducts after a house fire?

If they are clogged with excessive dust and debris, yes, and federal guidance supports that. If the question is odor, the same guidance recommends filtration until the smell diminishes, along with cleaning surfaces and soft furnishings. Treat any duct cleaning as one component of a whole-building restoration.

My contractor says the ducts are full of soot. Is that a reason to clean?

It can be, and it is checkable. Ask to see it, on a camera or through an access opening. Ask for the inspection before the quote.
